By mid afternoon a flood on Higgins Street in Worcester forced the Department of Public Works to shut down the roadway.
But rains overwhelmed this catch basin on West Boylston Street sending water into the road and tying up traffic.
There are 16,000 catch basins in the city. DPW Commissioner Bob Moyland says crews regularly maintain storm drains and catch basins to prevent scenes like this.
Officials are urging drivers to take precautions and not to attempt to drive through flooded areas.
